Within the European Commission, the Education, Audiovisual and Culture Executive Agency (EACEA) was established for the management of Community action in the fields of education, audiovisual and culture by Council Regulation (EC) No 58/2003 (2009/336/EC), repealing Decision 2005/56/EC. EACEA is responsible for the management of certain parts of the EU's programmes in the fields of education, culture and audiovisual. More about the EACEA
Fully operational is from the 1st of January 2006, the Executive Agency operates under supervision from its three parent Directorates-General of the European Commission( Education and Culture (DG EAC), Communication (DG COMM) and
- EuropeAid Development and Cooperation (DG DEVCO).
The Agency is responsible for most management aspects of the programmes, including e.g. drawing up conditions and guidelines for funding opportunities; evaluating applications, selecting projects and signing project agreements; financial management; contacts with beneficiaries; monitoring of projects (intermediate and final reports, and controls); on-site project visits, information dissemination.
The EACEA is also responsible for Europe for Citizenship Programme. The whole budget for the programme period 2007-2013 is 215 mil. €, for 2012 it is about 49 mil.€. The programme "Europe for Citizens", which applies for the whole duration of the Programme 2007 - 2013, intends to guide all interested persons through the different aspects of the programme. It has the status of a call for proposals. It can be downloaded here. This programme has 4 actions:
Action 1 - Active Citizens for Europe: involving citizens either through activities linked to town-twinning or through other kinds of citizens' projects.
Action 2 - Active civil society in Europe: targeted to civil society organisations either through structural support on the basis of their European level work programme or through support to projects.
Action 3 - Together for Europe: including high visibility events, studies and information tools.
Action 4 - Active European Remembrance: support to projects aiming at preserving the sites and archives associated with de deportations as well as the commemorating of victims of Nazism and Stalinism.
Within Action 1, there are two measures -
Measure 1: Town Twinning and Networking of twinned towns
This measure consists in benefiting from the links established at local level between twinned municipalities for fostering exchanges and cooperation.
Measure 2: Citizens’ projects and support measures
This measure explores innovative methods of citizens’ participation.
In 2008 the National Contact Point of Citizenship Programme was established within the Office of the Government of the Czech Republic. It advices and informs appliers about possibilities for getting financial resources from this Programme and consult call for proposals.
